PDIs are vanilla ServiceNow instances. Great for experimenting with new capabilities coming out, but they don't have your stuff on them. Developer Sandboxes live on your sub production instance. That means your apps, your metadata, your entitlements. Build, test, experiment with everything your actual instance has.
