If your organisation is deploying AI, you already have a governance problem — even if you haven't named it yet. Today most teams track AI as Digital Assets with broad category-level policies.  You can't independently pause the EU deployment of an agent without affecting every other environment.  You can't answer "where exactly is this model running?" because the data model doesn't capture it.
