The issue in the above case is associated to a field. The impacted field is hidden in this case so go to an existing record and find the Impact field.

2. See the higlited color bellow with yellow marker

3. The default value after the upgrade become """ instead of 3.

Solution - remove the """ and update it to 3.

Now if you try to create a new record
