Instance Clone Error: Destination does not appear to have the HA Plugin Enabled (HA Plugin must be installed on Target Instance)

ERROR:
"Unable to schedule clone because of error "Destination does not appear to have the HA Plugin Enabled (HA Plugin must be installed on Target Instance)"
Cause:
I couldn't identify, but in my case i was cloned some days ago.
Solution:

| 02.Export the HAGetParams file from another instance that this file exists, i attach the file here but i don't know if works, please if you use, let me know. --- PT-BR Exporte o XML do registo de alguma outra instância | |
| 03. Import this file that you export in Target Instance that is missing the file --- PT-BR Importe para a instância alvo. | |
| 04. Request Clone again. |
IF you'll use the file here update the instance name in WSDL Field: "https://.service-now.com/HAGetParams.do?WSDL"
How could i identify "Destination does not appear to have the HA Plugin enabled", and "Solutions for almost every cloning issue you can imagine"
