1. Update the Standard Change Properties to set the default risk value on templates as Low.

2. Risk should be a mandatory field when proposing or modifying a template.

3. Users should not be able edit risk manually when a Standard change is created from a template so make it read-only in the Standard Change Properties.

The highlighted sections should be done in chronology. the 2nd part is removing the risk from the restricted change request values.
